On 11 January 2017, University of Medicine and Pharmacy at Ho Chi Minh City (UMP) signed a Memorandum of Understanding (MOU) with Texas Tech University Medical Science Center in El Paso (TTUHSC EP), Texas, USA, to conduct the 5-year Collaborative Educational Program (2017-2021).

The goals of this 5-year educational partnership include:

- Establish a sustainable faculty development program for UMP.
- Developing and implementing competency-based curriculum.
- Establish a modern Clinical Simulation Center, to effectively support innovative curriculum teaching activities.
- Acquired full certification of the Society for Simulation in Healthcare (SSH) for the ATCS, before the end of 2021.
